Pep has said in the past that he lets the players decide who takes the penalty. So the manager doesn’t decide! But he also seemed to hint in the post match that he might rethink this approach because 25 missed penalties is dismal.He’s not the manager. He doesn’t decide who takes penalties. I think as someone else has said, it’s pretty obvious Gundogan doesn’t fancy them, despite his decent record. And no manager is going to insist a player takes them who tells him he rather not.
