City are always first with rules and shit. There's ssooooo much emotion around City that they have to change the rules for handball, for offside, for how clubs get funded..... but now the PL having to apologise to a club for a dodgy goal awarded against them by City (A precedent!)
This wouldnt have been the same for lfc or utd what with all their fanboy reporters pushing for this.
