PL charge City for alleged breaches of financial rules

City can't be found "proven guilty" by a so-called panel set up by the PL. It is not a criminal court. We are facing allegations (not charges) made by the Premier League as part of their own auditing process. The allegations are that we have breached some internal PL rules and that's it. If that panel decides we should be sanctioned and produces some evidence of criminality then it is possible (but very unlikely) that the Serious Fraud Office would decide to carry out their own investigation.

The charges intrinsically allege a coordinated criminal enterprise within Manchester City. As said, if (and it’s a pretty damn big if) the PL could uphold everything they’ve alleged then City would deserve the book, the gavel, the wig and the bench to be thrown and there is no doubt that the media and public would pressure the SFO to take a look. It would be one of the most high profile international fraud cases in a long time.

Now of course, its a huge hypothetical but the whole point of the reply was questioning if Chelsea accepting breaching FFP would create a precedent for City, which it won’t as the charges on the table are in different worlds.
 
One of the charges Chelsea have admitted to is that a players Dad was paid £600k for a phantom job as a ‘scout’.

If they are throwing around charges for that then almost every club in the league will have a case to answer.

This is very common and there are loads of similar examples at most clubs.

Similar to a case on the Der Spiegel document which stated that United paid £8m for a friendly which never took place. Friendly game was arranged as part of a transfer deal.

I accept your broad point but I don't accept that the panel set up by the PL has any credibility or legal powers. City have been accused of breaking the rules of a club they are a member of. The allegations made by the PL are not charges in any legal sense. But the allegations are serious in that they imply criminality. If City did eventually end up being found guilty of fraud in a criminal court they would deserve to have the book thrown at them.
Of course if the panel rules against us the media will demand that the SFO gets involved.

I can think of a certain Piss Can employing that tactic.
 
It does sound like systematic payment of agent fees off the books through offshore accounts. Pretty much fraud and conspiracy. The sort of thing we were apparently getting kicked out for.

Or incomplete reporting, as UEFA calls it.
Would their auditors be guilty of these potential charges as well and if so is that actually something that is illegal rather than just offending PL FFP rules?
