PL charge City for alleged breaches of financial rules

We are all speculating as to what happened before the 115 charges were levelled at City. This post is not based on any facts, but here is my wild guess as to what happened. It is a dialogue between the Premier League (PL) and a representative of one of the Old Cartel Clubs (OCC).

OCC. what the fuck!
PL. Sorry, what are you talking about?
OCC. fucking City!
PL. Hey?
OCC. What the fuck are you doing about the fucking investigation into City?
PL. Oh that, its complicated...
OCC. So what happens next? It's been going on for 4 years.
PL. Yeah, well the hacked emails don't really add up to much and we don't have any other evidence
OCC. Tell City to give you the fucking evidence! Tell em!
PL. We have asked, but they don't have to give us anything else. We need to prove our case.
OCC. fuck off! You are the PL. The rulebook has been written to close these loopholes.
PL. The world is not as simple as that.
OCC. Well what next then? This can't fucking go on forever.
PL. We will keep on digging.
OCC. No. That's not going to happen. You need to sling as much mud as possible and hope some of it sticks. We need to derail their season. They are wobbling already.
PL. Like a fishing expedition or a lucky dip?
OCC. You sarky bastard, but yes. Chuck everything at the fuckers. They need their wings clipped. UEFA fucked it up last time and you are not going to fuck it up this time.
PL. The process has to be fair.
OCC. Fuck that. Just lob multiple grenades and see what happens. This all needs go out in 2 days before the fucking government take control.
PL. 2 days? That might result in some typos and mistakes.
OCC. You work for us or not?
PL. Yes, of course, but some of the admin team are on holiday at the moment.
OCC. Stop making excuses. Get the charges out into the public domain and wind up the media into a frenzy. This will catch fucking City off guard. Just fucking do it or you will be getting a p45.
PL. Your wish is my commend oh great one.

Manchester City chief executive Ferran Soriano will stand for election to the powerful European Clubs’ Association Board in Berlin tomorrow.

Soriano stood aside two years ago to allow Tottenham chairman Daniel Levy to become the Premier League representative on the Board.

However, Soriano is the only Premier League representative amongst the nine candidates standing for the seven available Board seats set aside for Europe’s most powerful clubs within the ECA, which is headed by PSG chairman Nasser Al-Khelaifi.

Soriano has been an observer to the Board for the past two years but his election would be a further sign of City’s growing influence off the field, even though they are still facing 115 charges of breaching Premier League financial rules.

In total, 11 Premier League clubs are represented at the ECA’s two-day General Assembly in the German capital.

In addition to the ‘big six’, Newcastle, Everton, Brighton, Brentford and Nottingham Forest are also present.

Just makes me think that the our owners/leaders take a different (more strategic) approach to matters than we fans would prefer/think/understand.

Most of us loathe the G-14 and especially the red-shirt members from the PL and want to see out club 'go to war' with them

Here it seems that we are seeing another sign that our management are becoming 'part of the fabric' and finding a 'peaceful' way to take control
 
Also why Spurs last time?
Levy and Soriano put themselves up last time (2021) for 1 of 3 places.
Soriano had the support of Chelsea and some Spanish clubs.
Levy won and had most support from other PL clubs including United, Liverpool & Arsenal.
Previously (before Super League fiasco) Woodward was the serving PL representative.
