PL charge City for alleged breaches of financial rules

The Guardian have an article up expanding on their investigation into Chelsea where we and Everton are heavily referenced. A Labour MP is quoted and an unnamed 'senior executive' at a leading club is reported to be 'frustrated' at the time things are taking (presumably our charges). The big surprise is that Conn-Man isn't one of the two credited hacks.

The whole tone of this piece is geared towards punishment.
Why is it not concentrating on ensuring that there are fair and unbiased investigations first?
That is what should be paramount.
