Hmmmm. I'm not sure I agree. Do you not think had we been found entirely innocent, then it would have been announced already? I cannot think of any credible reason why it would not have been.
So my guess - and it is a guess - is that we've been found to have breached some rules to some degree and the two sides are horse-trading over what level of punishment each side will find acceptable.
One might wonder if we have been found somewhat guilty, how can there be any horse-trading. But the reality is, as the dominant force in English football for the past 10 years, we hold a lot of cards. We could kick up a right old stink if we wanted to, and do immeasurable damage to the PL brand... and revenues.
