It is more likely that the PL haven't got enough 'evidence' to make the charges stick.
Also the PL gave been found to have produced an illegal rule book, which must cast a shadow over what they are accusing City of.
Would any panel worth its' salt not take into account the PLs' previous behaviour, casting doubt on their reasons and fitness to pursue this almost futile exercise?

lol but you see my logic, its the throw enough shit at a wall and some of it has to stick attack which very rarely works from a prosecution side mainly down to the fact that instead of getting some of it to stick it mainly serves to dilute the main charges you were hoping to get. That's the reason why they created the 115 number. One or two charges, would have folk thinking that there is a possibility there may actually be no guilt, whereas a big number, well, to use your words "There is no way we (they) are innocent of everything is there?"
That has always been the issue here and why the pl are clearly acting in bad faith, we were cleared once and the pl still went, there has been numerous incidences of other clubs being suspected and convicted of impropriety, take the rags with the tevez deal for one, yet at no time have the pl thought it necessary to do a forensic deep dive into any teams accounts going back 15 years apart from ours, that alone shows they are acting in bad faith, when liverpool employees were convicted of hacking our database the pls response was, it happened too long ago let it go and take the compo we cant do anything and that happened after the bulk of our alleged offences, if they want to go for they simply have to take the same level of interest in every club otherwise it is targeted harassment and that is 100% acting bad faith.IF we have done anything, it will be no worse or less than probably every other club in the league.
