He looks like he's pretty incapacitated on the floor to me.

You have to understand that we are only seeing the CCTV-there would've been a lot more evidence to review-the other CCTV from the previous incidents, witness accounts-inc what was being said, police radio recordings, medical evidence, expert evidence, police training (here firearms-remember the training is home office approved); and as I stated all along we cannot put ourselves in the mind of the officer-it was his honestly held opinion as to whether that level of force was justified-and he wouldve been interviewed under caution.
From all that the CPS have decided that there is insufficient evidence to charge the officer.
Now all the usual types screaming why it took so long-is exactly because it was a highly complex case.
And you cannot separate the incidents which led up to this-and I have never said he 'deserved' it-but that it may be justified-and cps have decided that there was insufficient to pursue a charge challenging that justification in a court of law.
