As you allude to, maintaining public faith in law enforcement and policing in general is the biggest factor in reduction of crime overall.

That’s not just due to public cooperation and respect of officers, but also the belief that when a crime is committed that the police will expeditiously and studiously address the matter without malice or undue bias.

When public faith and trust in policing diminishes, crime tends to increase, and usually in magnitudes, not lockstep.
