There are companies in the EU producing the AstraZeneca vaccine, ask yourself why they aren't up to speed. The words red tape spring to mind.Has anyone established whether signing a contract first means you get priority in delivery over someone who signs later? That's like saying if I book a flight in January and the plane is overbooked I should get priority on the flight over someone who made the same contract in February.
Or several people each sign a contract with a builder to build them a house. The builder can't get enough bricks so only builds one house. Who gets it? What remedy do the other people have?
For all the people who claim to be expert in contract law, I don't think one has mentioned "performance", which goes to the heart of the matter.
What is actually in a contract to supply a product that does not even exist when the contract is signed?

Sometimes people use an over-exaggerated example, with humour, to make a point, and in doing so make it obvious to everyone it was over-exaggerated.
An example would be someone in the Covid thread last night in response to the new vaccine being produced out of the north east of England saying “the EU have demanded they get all their doses first”. Now of course this hasn’t happened and he’s joking but there’s a hint of truth in there regarding their behaviour and he’s used humour to make the point.
Now I know you do struggle, so I’ve explained it to you, I just hope you and the two plonkers that liked your post digest what I’ve said.
