Everything else aside; it’s good news if our water is getting cleaner...but if they’ve just made the grading easier then it’s bobbins.

unlikely - the waters were grade B as of January 2021 - then that becomes a problem - oh look by April they are grade A and much much better ! The only difference to make the waters cleaner could be the lack of fishing activity so to keep your newly found grade A waters all you need to do is stop dredging for molluscs - heads you lose, tails you lose.
