The Syrians had their own programme, so they got refugee status before they came here, recourse to public funds able to work and their first tenancy sorted out. It is now rolled into some global vulnerable persons programme.
The 'plan' is for asylum seekers and is a two tier system, for those who come here legally and those who don't. The problem is for most it is hard to get here legally.
