The referee shapes as if he's going to blow the whistle, but doesn't. He then holds his arm out in front of him, angled upwards. You'll be hard pressed to find any football fan that wouldn't consider that a "play on" gesture.

He didn't blow his whistle. He put his whistle in his mouth in anticipation of having to blow if there was no advantage to play on. He blew his whistle once Grealish was one on one with the keeper.
You can hear him when he does finally blow.

He played advantage, and clearly indicated he was playing advantage. If City mess up the advantage, that's not something he should go back and fix, like in rugby.
