The Telegraph article doesn't really say he's been removed as a result of a series of mistakes, although it's written to make it read like that. Italics are direct quotes - hope this is ok.
Dean and PGMOL "have agreed between them that the official should be taken out of the spotlight".
Discussions "over the last week that he would benefit from a series of lower profile matches after errors in some big games broadcast live on television".
"The select group referees take charge of 12 games in each round of fixtures which means that, as a matter of course, two will be in charge of games in any of the three Football League divisions. This is a usually regarded by players, managers and fans as a demotion but strictly speaking it falls within the remit of any select group referee."
They then list the mistakes.
Since the WHU match "Dean has been moved to the lower profile FA Cup tie between Spurs and Aston Villa and then, last weekend, Sunderland’s home defeat by Stoke City".
"Last season Dean refereed three Championship games and the League One fixture in February between Doncaster Rovers and Sheffield United."

So it's not unusual for it to happen - 2 refs do non-PL matches every week (roughly). He did 4 last season, this is his 2nd this season.
I think this article is deeply unhelpful, as there is no basis for the suggestion that he was 'moved' and the 'lower profile' bit is there to imply it was as a result, but without any evidence.
