The government has indeed been talking about legislation to make councils collect waste in separate streams (buying new wagons to collect it) rather than pay firms to sort it once collected. So it is their own proposal that he's junking.

Some authorities do collect stuff separately, rather than get someone else to sort recyclable waste out of one bin. And yes, that's seven different containers.


But imagine all those boxes for every apartment or terraced house.

It was never Govt policy - I believe it came about in a discussion paper launched by the Govt who chose not to adopt it
 
It’s certainly affected my street.

Our binfluencer (house that knows which bin to put out and put theirs out early on), has put the wrong bin out today.

It’s carnage over the road.

That’s only with 3 bins. Imagine what it’d be like with 7?

Are you saying that Sunak was contemplating us having 7 bins? The fucker doesn’t even empty his own, how would his servants cope?

As I understand it, the Environment Act 2021 amends section 45A of the Environmental Protection Act 1990 but hasn't yet been brought into force.

So the 7 bins are there (6 recyclable plus the bin for the rest) but they'd already backed down from making it compulsory. Wording is:

(5) The condition is that recyclable household waste in each recyclable waste stream must be collected separately, except so far as provided by subsection (6).

(6)Recyclable household waste in two or more recyclable waste streams may be collected together where—

(a)it is not technically or economically practicable to collect recyclable household waste in those recyclable waste streams separately, or

(b)collecting recyclable household waste in those recyclable waste streams separately has no significant environmental benefit (having regard to the overall environmental impact of collecting it separately and of collecting it together).

(7)But recyclable household waste within subsection (10)(a) to (d) may not be collected together with recyclable household waste within subsection (10)(e) or (f).

(8)The fourth condition is that recyclable household waste which is food waste must be collected at least once a week.

(9)Household waste is “recyclable household waste” if—

(a)it is within any of the recyclable waste streams, and

(b)it is of a description specified in regulations made by the Secretary of State.

(10)For the purposes of this section the recyclable waste streams are—

(a)glass;
(b)metal;
(c)plastic;
(d)paper and card;
(e)food waste;
(f)garden waste.

Even that doesn't suggest 7 bins. It specifically says that you can combine if it makes sense to do so.
