If you are talking about income tax in the UK they don't pay 40% on the whole £51K do they? They pay 40% on the bit above the threshold.

Good for you, but you stated that "someone who earns $45k pays 20% and someone who earns £51k pays 40%"
which is simply not true, as others have pointed out it's a marginal increase from an overall tax take of 25% of income to 26%.

So your point is either badly made or exaggerated for effect, so don't get all huffy when you are called out on it.
