The exact opposite is true.

Explanation 1.
On July 4th it was reported that Luhansk province had been occupied in its entirety by the Russians.
Yesterday, the Ukrainians re-entered Luhansk.
Ipso facto, the Russians' boast that they had 100% of Luhansk province is no longer a fact.

Explanation 2.
The comment about the Russian cruise missiles refers to a story of last week(?) which reported that a Russian submarine with cruise missiles on it had sneaked into the Black Sea through the Bosphorus. I assumed that the Russians had used all of their stock of cruise missiles held in Crimea and that the missiles fired had to be from that vessel.

I am hoping to provide evidence regarding the sub story.

The Russians can sail subs into the Black Sea via the ship sized canals that go from the Baltic Sea and White Sea in to big Russian rivers and from these rivers via other canals into the Black Sea and Caspian Sea

Kind of depends on what you think is an acceptable outcome.
You know Putin (and many others in the United Russia party) wants to recreate a Greater Russia. It's non-negotiable in their heads.
Also, giving in to any dictator does not satisfy their demands - they are NEVER satisfied - always come back for more. It is a fact of human existance.
Personally, I think Putin has to be defeated. If he gains land he will be back for more in a few years time. Maybe Moldova, the Baltic stares, Finland or Poland as well.
What then?
I'm interested to know what you think is acceptable and how a dicator's desires can be assuaged?
