Every country should be doing everything they can to achieve energy independence. There's literally nothing to lose. A scenario like today's? You're insulated from the effects as you can rely on your own resources. Peaceful stable times and cheaper energy available abroad? Buy it in and either sell your own for profit or stockpile your own against times like today. The Germans might achieve a competitive advantage from fuel independence over time and in the meantime boost their economy through production of energy independent capacity.
