Russian invasion of Ukraine

This may sound like an unreasonable question but after 2.5 years of a war in which Ukraine has been desperate for NATO weapons,why haven’t they been manufacturing their own weapons and building up their own supplies? Am I missing something? They could have built a load of long-range missiles capable of hitting anything they want in that time.
Or is it not that simple?
For reference the Storm Shadow took 7 yrs from concept to first deployment and that was for 1 variant for 1 platform.

The tomahawk cruise missile took around 14 yrs.

So in terms of weapon development 2.5yrs, unless you already have well funded arms industry and existing systems to base the technology on, is no time at all.

They have developed their own weapons, they have drones that can now fly 2000 miles into russia to hit oil facilities or airfields succesfully, they've developed a jet drone that can probably go futher.

Their biggest issue is air defence, that's not so easy to develop, especially under war conditions, so for that they've relied on western issued kit, and there isn't enough of it to defend everything. I'm sure they have people working on that too, but adapting small aircraft to be UAV's is probably quite easy in comparison.

The real problem is they have the western weapons but aren't allowed to use many of them inside russia, it's time that restriction was removed after todays attacks.
 
If Ukraine had bought weapons for defence commercially (from us or other arms manufacturers / warmongers), why couldn't they use them? Ford and GM kept supplying Nazi Germany, Argentina used French Exocet missiles in the Falklands (and some British weapons). Britain sells all sorts of nasty stuff to nasty regimes.

Interestingly - Ukraine is now manufacturing it's own version of the ATACMS missile that can be fired from the same launch platform.
It sort of slipped out, in a controlled manner over the weekend along with news of a long range jet propelled drone they dropped on the Omsk oil refinery and what looks like a cross between a drone and a cruise missile.
