The Pentagon is unlikely to use all of the billions of dollars authorized by Congress to arm Ukraine before President Joe Biden leaves office, according to two US officials and three defense officials.

More an issue of capitalism in my view. The US gov doesn’t manufacture arms, arms suppliers like Lockheed do. The us Gov are just one client ( obviously the no 1 client ).

They have been inundated with orders from around the world and haven’t been able to keep up with demand and have been slow to ramp up production.

The are the same. It’s taken us far too long to get around to setting up new factories for making artillery shells.

I’m quite surprised some of the smaller / newer arms suppliers that have popped up over the last few years haven’t stepped up to try to fill this void.

Add into this that the west’s military manufacturers were not geared up at all for an artillery war. The west is geared up to an air superiority war.
