Not much to them bar a rail is needed etc. Nothing affecting Real Standing in Leagues 1 and below.
I recall you a few years back insisting it was government legislation that would take an act of parliament to change..... and me insisting it was a government regulation that simply could be overturned with a statement in parliament.
Seems that one of us got it right ;)

As regards to Division 3 and below, will be interesting to see if traditional terraces still have to be removed within 3 years of gaining promotion to the 2nd tier (Championship). I suspect they will, but at least safe Standing areas can be installed.

You said a Crouch stroke of a pen who wasn't even secretary of state, and also claimed regulations were not legislation. A statement is not legislation but regulations, which this is are. This actually intends to amend the 1989 act which is primary legislation, even though there were no powers explicit to do it, but no one will politically oppose it, as it is just legalising what has been tolerated.

Had way too many drinks to comprehend that, but in a simple "yes" or "no", did it need an act of parliament to reverse the rule?

That's a bit harsh on Taylor.
In his report, Taylor stated that standing was not "intrinsically unsafe" but that seating was safer.
It was thatcher and her chums who stated that having reviewed the report, stadiums would have to lose the terraces.
Football fans were public enemy number one and having been dealt a blow when fans successfully campaigned against her proposed plans to bring in ID cards for fans, thatcher seized on the opportunity to get rid of the terracing.
 
According to Danny Wilson, South Stand Level one, safe standing, holds 6000 fans. Why is it so quiet throughout the season?
