Agree they do, but until a decision is made to go ahead or hold off the extension they can’t really. They need to either plan the next years either with or without the extension and do it properly. Thiis sounds like they are either expecting a small trial to me.City need to decide what they're doing with the stadium for the longer term. Where the Family Stand goes, where the single, contiguous singing section should be, where the away fans go, how far round the ground they're going to install rail seating, rather than pissing about here and there, shifting odd blocks or 1,000 seats. Just do it.
However your general point I agree they need a whole ground plan and to make any changes in one big move now would have been an ideal time unless there is going to be movement on extending sometime soon.
