Steve Clarke, the Albion manager, is keen to complete the signing of Sinclair before Saturday’s Premier League opener against Southampton and has made an offer to take the 24-year-old on loan with a view to a permanent £4million move next summer.

City have rejected the opening offer as Albion are not prepared to pay the £2 million loan fee while the clubs are also believed to be some way apart on funding Sinclair’s salary.

Albion are expected to return with another proposal within 48 hours, with Clarke identifying the former Swansea wide man as a priority signing after failing to persuade Salomon Kalou to leave Lille.

Manuel Pellegrini, the City manager, will allow Sinclair to leave the Etihad Stadium but is determined to recoup £6million and would ideally prefer a permanent deal.

Clarke has moved to make a firm offer in an attempt to head off interest from rival Premier League clubs including Everton, Newcastle, Stoke, West Ham and their opponents this weekend

Apparently they do. This is one of the things that bugs me about FFP. City have a number of surplus players and 'buying' clubs want these players on the cheap, yet as soon as City go in for one of theirs, we are talking telephone numbers. We should be playing the game the same way as the rest, in which case WBA or whoever will soon buckle.

and in which parallel universe does MP decide what the required transfer fee is?

He has no say on this at all. He will have a vague idea because negotiations will be dealt with at Board level and this idea will be passed on to him to help him in his recruitment drive. Obviously though, the greater the transfer kitty, the better the incoming player is likely to be, so he will have an interest on how much an outgoing player is to be sold for.

Just Downing's £6m will do for me, plus a sell-on cut. Then we should have no problem in getting our money back.
