can you imagine the carnage if there wasn't a deterrent ? out of 250 million people there would be more than 10,000 murders a year for certain.
lets bear in mind that once dead they can't come out and do it again. some do.
What you are arguing for is the death penalty for all homicides, this does not happen even in the United States, and people convicted of homicide can still be released to kill.

The notion of a deterrent is fundamentally flawed anyway(it works best on those that don't need it and has the least effect on those at a greater risk), other than the fact that we are discussing this on a thread about two would be martyrs, criminals don't tend to weigh up the chance of lethal injection 10-30 years down the line, whilst studies have actually shown that many criminals have a cognitive bias in their thinking, they take the view that it won't be them to get the death sentence in much the same way people think about cancer or other serious illnesses.
