100% agree but the ref saw the incident. If he say's otherwise then his integrity comes into question.

That's the crux.

Refs won't care about the integrity, it will be about maintaining a supposed competency.

The ref clearly saw Balotelli's foot connect with Scott Parker's head but he still maintained he hadn't.
