Serial Killer at large in Manchester?

the Manchester area has less deaths than the national average from canal drownings when you take into account the population density and the number of miles of canals

if it is a serial killer either

a) the serial killer is a bit shit
b) other areas in the country have better canal serial killers than ours

I dont understand how Birmingham, has more canals, more people but over half the number of deaths.
