If Pompey do go into liquidation there is absolutely no chance that the PL will change the rules no matter what City, Utd or Arsenal might threaten to do. If they did they would face an immediate legal challenge from those clubs that lose out, and that challenge would be almost 100% certain to succeed. The Courts take a very dim view of organisations that change their rules retrospectively in a way that favours some members over others. The rules are very clear and have been in place all season. Even the most fervent United supporting judge is not going to allow them to be changed retrospectively.
The restated league tables look bad for City but probably paint a gloomier picture than reality. Given Pompeys current state, its hard to see Liverpool or Spurs not winning their outstanding home fixtures. Hence we'd probably end up 3 points worse off than Liverpool, bad but not as bad as the restated tables appear.
