This semantics all boils down to one thing 'collaboration or not'.
The 'agendistas' would maintain that there doesn't have to be collaboration between media outlets who show bias against City for there to be an agenda, the non 'agendistas' would argue that there has to be collaboration for an agenda to exist.
It depends on the context, both can be right.
Language is not an exact science. To resolve the issue you must define what 'agenda' means in the context of the debate.

Yes , that quote from Humpty exactly sums up the situation.
I guess it's why for example lawyers are paid a fortune to analyse the meaning of words in contract disputes.
In this case then we need a strict and unequivocal definition of the word 'agenda' to be used in this thread.
But as Humpty said 'who is the master' that is going to decide this - dn as he started the thread?
 
Sometimes there's agendas, sometimes there's bias and then sometimes there's a shared narrative....

I'd go for:
An agenda for the purpose of this thread is defined as " An anti City bias by more than one of the international or national media or football organizations. Collaboration is not required between the organisations for an agenda to exist."
A collaborative agenda is defined as an"An anti City bias by more than one of the international or national media or football organisations. Collaboration is required between the organisations for a collaborative agenda to exist ."
Further legal work could be carried out on definition of national and international if necessary.
