i guess it means you can 'only' bring in 17 players through a transfer from outside of England/Wales

11 players currently in the squad of 25 so we are well inside those limits already even without the fringe academy players. English / Welsh prem quality players = very valuable now.

Under the rules, clubs will have to name a squad of 25 players over 21 before the season begins. Eight of those players must be "home-grown", in that they must have been developed for at least three years by an English or Welsh club before their 21st birthday. They can name a second, limitless list of players under 21 and both lists can be resubmitted at the end of the January transfer window.

if anything, this is evidence of how seriously of Platini's threats are being taken. Who's to know if this will be anywhere near enough for Platini, UEFA, the other leagues and clubs? The political situation is quite complicated. I would have thought it was impossible to make any deal informally, given the numbers of interested parties. The European Commission have offered to formally broker a deal, and this has definitely not taken place yet. Perhaps this move is designed to strengthen the Premier Leagues position in those meetings, as it possibly weakens the case for external influence in their affairs, if they can show they are tackling their own problems pro-actively.
