According to the OS he has been granted a work permit:
Savic was granted a work permit by the Home Office thanks to his prominence in the Montenegro national team who are currently England’s main opposition for a place in the Euro 2012 finals next summer.

Someone posted the details earlier in this thread I believe. It was something along the lines of several weeks or you could pay a fee to expedite the case.
