What is their home country? Difficult to prove.
Which safe country would accept them?

Is it not on the person attempting to enter a country to prove who they are as opposed to the Home Office playing some sort of guessing game?
If we have figured out that most are skilled Doctors, Engineers etc then it shouldn’t be too hard to figure out where they are from.

They would have done, but no flights will ever be sent there.

The Tories would have solved the boat issue had it not been for those pesky courts with judges in them that know the law…
