Sporadic here. Really intense wind, brief shower then nothing. Repeat.
 
Most of Lincolnshire sits on a flood plain. If there's serious flooding it's due to houses having been built in the wrong place and/or a lack of foresight when drainage was planned / installed.

People should put pressure on councils. That's where the fault lies, not the weather.
I live up on the Lincoln Edge (53m AMSL where my house is, around 1.5km back from the highest point of the edge at >70m), so definitely not on a flood plane.

I'm not sure this volume of water was ever considered when my house was built in the 1930's and the local roads haven't changed that much in all that time.
