A forecast allows people to prepare as best they can.Why? I think it's very sad, but Nature doesn't kill people on purpose. If people stay at home / follow official advice, the chances are that they'll be safe.
I'm not being nasty or cynical, just realistic.
It's not entirely outside our control, though. Unless you're of the belief we as a species have no impact on weather at all. And floods happened before houses existed.
