Nolito and Garcia will probably make the squad. Posibly Kompany. The others won't.19 players including 3 'keepers? That means on premier league matchdays all except one 'keeper would be in the team or on the bench when we have no injuries or suspensions, which will inevitably occur.
It means from the current squad selling or loaning or retiring:
Keeper
Sagna, Zab, Clichy , Kompany
Yaya, Nando Delph Garcia
Navas Nolito Iheanacho
I think we will have a larger squad than that but probably slightly smaller than we do now.

Costa is a good shout. Sane, sterling and Costa rotating on the wings looks good to me.

I'd make a centre half and a left back the absolute priority. Followed by another wide attacker.
I'd also bring Hart and Nasri back (although I'd forego the latter if we could get Isco)
Leaves something like:
- Bravo, Hart, Gunn
- Sagna, Maffeo, New CH, Stones, Kompany/Otamendi/Kolarov (2 from 3), New LB, Clichy
- Fernandinho, Gundogan, Garcia, Silva, De Bruyne, Nasri (or Isco)
- Sterling, Sane, New, Aguero, Jesus, Iheanacho
= 23 players. Maybe keep Yaya as well, if he makes the right noises and is willing to take a substantial pay cut. Otherwise look for a good young replacement.
