Not hard at all. That is what contracts are. Legally binding documents.
Its either a loan, (with an intention for a sale), which is less enforceable, or its a sale. Why have a loan at all? Its gives Milan more wriggle room.
Simples really. Clubs are low on cashflow at this part of the season, jag parked ouside but fuck all in the fridge.

It means they get him now for a low outlay (wages only) and pay the first installments of the transfer fee when the money comes rolling in May/June/July with the TV money, league and cup payments, season card renewals etc. A legally binding contract can be written up by any half baked lawyer with the first payment being deferred for 6 months and future payments tied to dates.

City want £25million for their former captain, whose decision to remain in his native Argentina since early November has cost the striker £9.3m in wages, fines and lost bonuses.

Tevez has not been paid by City since the end of November and senior figures at the club have not ruled out legal proceedings against the 27-year-old, who is effectively on strike.

City were offered £37m for the Argentine by his former club Corinthians last summer only for the deal to collapse over finances.

Milan have offered £20m, but City are adamant they will not enter any negotiations until their asking price is reached.

The City hierarchy are giving serious consideration to a civil case against Tevez to recoup the anticipated £13m loss on last summer’s valuation.

I know it's probably been said already but it's such a shame he turned out to be a total tw@t.

He would have made a huge difference to our team this season, especially when we have had players out of form or banned up front this season.

He leads from the front as well which is something Dzeko and Balotelli will never do.

I agree in saying I wish the debacle never took place in the Allianz. Problem is he doesnt want to be here and hasn't for a year now. Better to get rid and get someone who wants to play for the shirt. Falcoa, Cavani or RVP would fit nicely and RVP in particular is very getable as he is coming into his last year of contract in the summer.

I wish Tevez would concede and beg for forgiveness but I just cant see wanker losing face.

Adebayor should be offered an olive branch too, he would compliment our attacking players perfectly.

AC Milan will decide on Friday whether to match Manchester City's valuation of Argentina international Carlos Tevez.

The Italian champions are understood to have already seen an offer in excess of €20million for the 27-year-old want-away star rejected.

City are ruling out a loan move for Tevez and are seeking at least €30million (£25m) to allow the striker to secure his exit from the Etihad Stadium.

The former Manchester United and West Ham forward has not played for City since his bust-up with Roberto Mancini against Bayern Munich in September.

However, Tevez will need to wait at least 24 hours before seeing if his AC Milan switch will come to fruition.

"We will make a definite decision on Friday," vice president Adriano Galliani told Gazzetta dello Sport.

AC Milan have a back-up plan should Tevez not arrive with the club brokering a deal with Catania to land forward Maxi Lopez.

Galliani is unsure whether the club will push through their move for Lopez is Tevez arrives.

"Will Maxi Lopez join as well? Who knows," he continued.

"I will just confirm that if he doesn't arrive, then we will sign Tevez, but they are two alternative options."

Nervous
The cost of Tevez's unsanctioned return to Argentina has been revealed at £9.3m, with the player forfeiting wages and bonuses.

And it seems the strain is finally taking its toll on the striker with close friend Carlos Jimenez revealing he is 'nervous' over his future.

"We had dinner a few days ago and I could see that he was a little worried," the singer told a Buenos Aires newspaper.

"In fact, he was really worried by his situation. He has to get out of Manchester before January 31 and he knows that.

"He says Man City want to stop him playing for two years."

And if you really want to really go to Milan, repeat your tantrums next year while at PSG..
