I'm not sure that I ever payed mine in full. Hundreds of us were named and shamed in a local rag. The only reason I found out(we'd been named) was because someone who saw
it came up and gave me a pat on the back!
In reality the only reason it wasn't paid was because my mortgage had gone from £200 to £650 per month in half a year.

After near 10 years of Thatcher it was the straw that broke the camels back


Ironically as a Socialist i saw merit in her idea, you pay for what you recive is a fair notion, but the way she went about it was just wrong.

And the fact she pcked out Scotland with its lack of Tory MPs reeked of vindictivness. Why didnt she try it out in the home counties first where her support was.
 
the poll tax was to replace the rates system where your house value dictated what you paid. so big savings for the rich.
The riots in glasgow were the result of bailiffs acting like the gestapo, or at least were a big contributor. Mine would have gone up ruinously having teenage kids living at home
