I think he's referring the fact both deals involve add-ons

Yet they have used the potential full fee for Bony; £28m

Whereas they used the initial fee for Shaw; £27m. When the potential full fee United will pay is £31m.
Now that would make more sense. Pity the OP didn't include it.
