The UK was under the remit of the EMA at the time of the vaccine rollout. You are referring to the EU procurement scheme.

Johnson reneged on promises to share the AZ vaccine, after the EU provided vaccines for the UK initial rollout. This caused the initial shortfall in Europe, but that was resolved by the second quarter.

The final upshot to all this was AZ pissed off the EU and they in turn gave preference to other vaccines which pretty much scuppered AZ and the vaccine. The EU is one of the biggest medical regulators and exporters in the world, so giving the UK a preferential contract was not the brightest decision.

Most European countries caught up, and some overtook, the UK on the vaccine rollout despite our head start.
