She is sorry she "upset" people. That's inferring they can't take constructive criticism and the fault is with them, not her.
Bullying, from someone senior at work, whether intentional or not is bullying.

Absolutely, she was sorry "that my behaviour in the past has upset people". Disgraceful but, let’s face it, not a surprise. Johnson condoning bullying. The nasty party rules.

The report has not been published. What has been published is highlights with a conclusion. Johnson stated the conclusion was wrong, hence the author of the report has resigned.
