In the Conservative Party manifesto at the 2015 general election, the Tories promised 200,000 starter homes that would be sold at 20 per cent below market value to first-time buyers under the age of 40.
The scheme was designed to build on an initiative of the coalition government. Prime Minister and Conservative leader David Cameron said: “Our goal is a Britain where everyone who works hard can have a home of their own.”
The scheme officially abandoned last year with not a single home built, though £174m was spent preparing sites for the aborted programme.

You mean it was the will of the people that these homes should be built but they haven’t been?
