Basically once you are banned depending on the severity there is a section 14A and 14B, A being a Cival case whilst B being a Criminal one.
If you are found attending a football match (City have over 140 cameras in the ground scanning the crowd) then one of the following can be applied.
On conviction, the indivual(s) can receive up to 6 months imprisonment, a £5000 or both and a further banning order (in accordance with section 14J (1)) of the Football Banning Orders Authority.
You may also be required to attend your local police station during games and can even have to hand over your passport before European ties.
Bearing these in mind, although not easy to enforce the Football banning Order, the punishments in place for anybody being caught can be harsh and thus this is the deterent. Also there are additional things such as being on your CRB to take into account.
