He's used that phrasing loads of times, so yes, it may well be deliberate to avoid a lie.
I reckon it's quite likely that he wasn't stupid enough to tell someone to hack a phone.

like most of these people he can dish it out but can't take it when its directed at home. Oddly here he fails to mention he wrote an actual book in the early 2000's in which he described how you hack a phone.......
