Changed retirement age to 67 a while back
The 67 kicks in between April 1960 and 1961, so as @roach3 says, he's retiring at 66yrs 3 months.
With WASPI, there were two changes - the first which gave many years of notice to a biggish change, but also a shorter term one where the coalition sped up the changeover period.
It could something similar to the latter, but I can't imagine it's politically, or even financially worth it to push back just one group of people a few months with less than a year's notice.
