They’ve moved to 3 year settlements (a good thing) and HMT will allow an overspend during that period. The idea is the savings will balance later on but as they’ve talked about slowing down the process until 2027/8 I’m sceptical, especially as primary legislation will be required to get rid of the current system and NHSE has around 500-+ statutory duties to fulfil so can’t just “stop” without someone else picking these duties up.
Might be wrong but I think the original announcements suggested at the time that the ICB mergers would be completed by end of this year which seemed a bit fanciful.
