Greatness should be defined by the football played and how they make you feel, not by ticking boxes. "If you win x, achieve y and z this makes you great". This city side is great because they play great football.
I was seven as well and I remember watching it with my dad. He would tell me about the 1970 Brazil team but the 82 team surpassed them in terms of flair. I can still picture Falcaos veins popping out of his arms after he scored.

Obviously we couldn't say a PL side was great based on that number of games. We require more evidence.
