Marwood's job isn't easy, but he doesn't work for Mancini.
If Marwood was told "pay any price, just get them", I'm sure we'd have secured Hazard (maybe not RvP).
But it's not like that is it? Mancini would LIKE the best of the best - what manager wouldn't?
Marwood has to carry out the instructions and vision of the owner, and if that means tightening the reigns, or agreeing the cut off point for a fee with Mancini... then so be it.
I can readily see a situation where (say) Marwood and Mancini identify Hazard and attempt to buy for 25 million, and agree 30 million is their absolute top... then Chelsea offer 32 million. By their own rules, the deal is off.
It's the ONLY way to do business really. You sit down and set out your financial limits before you start seriously shopping. It's all too easy to fall in love with a player / item at the shops and end up making a rash decision... "it's just 2 million more"... "it's just 4 million more"... "it's 5 million plus an agents fee more"...
Before you know it, you've paid 10 million more than you set out to do. Bad business.
