Whilst I can see your thinking, and you could well be right, there is no way that Thomson (or any other tour operator) could manage to get 3000 people to an away venue, as they will never be able to charter enough aircraft to do it, so are they actually trying to cut the numbers travelling away in Europe ? It'll work if today's stories are true, goodness knows where they will have people picking up tickets in Germany, because very few will (be able to) stay in Monchengladbach, and will be dotted all over the Ruhr area, and without your ticket, you can't benefit from part of the ticket, the free train travel.
If it was done originally to stop the 'points whoring' that was undoubtedly going on, then to a degree that has worked, but like others, I think its more about control than anything else, and an away trip in Europe will become a more exclusive trip, ultimately meaning that they can make it more corporate.
Glasgow was always going to be a pain in the arse, one of the worst draws we could have had, and one of reasons I didn't event try to go, as I could foresee all sorts of issues, like the police controlling the coaches as soon as they passed Carlisle, nowhere easy to congregate in the City (always one of the best parts of a European away trip), this farce, the ease of travel, which meant there was a fair chance that dickheads with no interest in going to the game would travel (no idea if that happened, but it was just a regular away trip, but with the added England/Scotland side issue).
I dread to think what will happen if we get to a final (even in Cardiff).
