You're right, people will stop using it if that sort of abuse is allowed to go unpunished. I'd expect it's difficult to bring criminal charges in a lot of cases as you don't have to input too many personal details when creating a Twitter account and there's no way to prove that the person who opened the account was the one sending the abusive messages, they could have been hacked, but in the very least the accounts should have been deactivated.
