They are not legal for road use in UK. Limited to 4mph with no pedal assist 15mph with. Anything above that needs type approval registering etc.

Just think of the near 70 years of benefits savings as a result of this accident. Seems the whole family can't handle the truth and that is their actions and the actions of their feckless relatives caused these deaths.
