Looked online and some reports say electric bikes can be ridden on the roads by anybody over 14. However, passengers are not allowed. That could be why the police got involved.

Dead easy to do with stuff off eBay.

I'm not doubting you, but all the media talk has been of an electric bike rather than an electric motorbike.
I've not seen an engineer's report confirming any modifications to the bike.

Unless the video has been speeded up they are going much faster than you can on an electric bicycle and they are not pedalling. An electric bicycle has to be pedalled. It assists the rider. You cannot move an electric bicycle without pedalling.

I read a corker earlier where a local resident said the police had always chased them but that they used to give up and now, they didn’t and it wasn’t fair or right.

So basically just let us break the law at will.

Imagine having to police areas like these with the stinking attitudes of residents who don’t give a fuck about anyone or anything other than themselves.

I’ve seen bikes modded to do incredible speeds mate. Illegal kits are easily available online that can turn a bike into a motorbike speed wise.

I have already made that point several posts earlier.
As soon as you modify an e-bike in that way it ceases to be an e-bike and becomes an electric motorcycle to which a completely different set of laws apply.
If that was the case they were breaking several laws and the police were quite right to take an interest.
